Find the Museo then get on the ledge in picture two. Now jump over and hang onto the glass ledge of the building. Then jump up the structure onto the ledge above as seen in picture three. When on that ledge jump up the outer part of the structure onto the very top ledge. From there you can jump over onto the roof of the building. You can also CG into the blue tube thing.
